In today's China, complex public policy issues often require a multi-stakeholder solution between public and private sector partners. Through a multi-disciplinary panel, we hope to explore a key question: How can public and private sector players leverage their resources to create and sustain public value? Public and private partnership (PPP) arises from positive interactions and interdependence between government and business. In China's case it has been broadly applied to many areas, such as infrastructure construction, public health, education, science, and technological innovation. Our distinguished speakers will address the following questions: How do public officials make strategic decisions to partner with the private sector? What motivates the private sector to participate as a partner? What tactics are used to market projects to potential partners? How are public-private partnerships negotiated? And what are the perspectives of those who make the deal and those who are held accountable?

Chief Managing Researcher, State-owned Assets Supervision and Administration Commission

Wei Cheng is currently Chief Managing Researcher for macro strategy research at the Research Center of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) in China. He has long been involved in the reformation of state-owned enterprises. Wei Cheng has chaired and participated in the writing of several policies for SASAC of China and many important research projects. His work has pushed the development of the management framework for monitoring state-owned capital, risk management for state-owned enterprises, the budgeting for operations of state-owned capital, the governing structure of state-owned enterprises, assessment of budget management, and reformation of the profit sharing system.

Victor Zhikai Gao

Director, China National Association of International Studies

Victor Zhikai Gao is a Director of China National Association of International Studies and an Executive Director and Chairman of the International Committee of Beijing Private Equity Association. Victor holds a J.D. from Yale Law School and is licensed as an attorney-at-law in the State of New York. Victor was with the Chinese Foreign Service in the 1980s and was an English interpreter for Deng Xiaoping and other Chinese leaders. With extensive experience in foreign affairs, law, investment banking, private equity, securities regulation and corporate management, the important positions he has held include China Policy Advisor for Hong Kong’s Securities and Futures Commission, and Senior Vice President, General Counsel, Company Secretary and Member of the Investment Committee of China National Offshore Oil Company. Victor’s writings have appeared in the New York Times, Asian Wall Street Journal, CNN.com, People’s Daily, China Daily, Beijing Review, Global Times and many other major Chinese and international publications. Victor Gao is a Chinese citizen and is based in Beijing, China.

Partner & Chair of Asia Pacific Group, Kaye Scholer

Alice Young is a Partner and Chair of the Asia Pacific Practice at Kaye Scholer LLP International Law Firm. She advises multinationals and entrepreneurs on their business and investment activities in the United States and throughout Asia in every industry, including complex cross-border transactions and sensitive legal and governmental strategies. She also assists clients in identifying potential Asian partners and resources. During her more than 35 years of law practice, she has been lead advisor on projects in China, Japan, Hong Kong, Taiwan, Korea, Singapore, Indonesia, India, Malaysia, the Philippines and Australia. She worked in Hong Kong in the pioneering early 1970s and did her first China deal in 1979. Ms. Young has been based in New York, Hong Kong and Tokyo and speaks Mandarin Chinese, Japanese and French. Ms. Young was in the first class of women graduates of Yale College and received her law degree from Harvard Law School.

Senior Fellow, Mossavar-Rahmani Center for Business and Government, Harvard Kennedy School

Alan M. Trager is a Senior Fellow, Mossavar-Rahmani Center for Business and Government at Harvard Kennedy School, and Chair, Public-Private Partnerships Study Group. He was previously an Adjunct Lecturer in Public Policy whose research and teaching focused on the role of public-private partnerships in addressing complex public policy problems in a variety of countries and asset classes. Prior to joining the faculty, he served as Senior Advisor to the Dean for Executive Education. His involvement in partnership issues is extensive and far-reaching. He is currently advising the MDR-TB Partnership in China supported by Eli Lilly as part of his commitment to PPP initiatives in China. His recently completed his service as a Commissioner of the New York State Commission on State Asset Maximization. His private sector experience includes founding and chairing AMT Capital Management, a private investment firm, and creating and managing ventures for Morgan Stanley, where he was a managing director. Prior to joining Morgan Stanley, he was manager of planning for Pfizer Pharmaceuticals.
